In March 2026, California became a billion-dollar ground zero for a bold new wave of citizen journalism. Independent reporters, armed with hidden cameras, public records, and street-level grit, are exposing what they call rampant waste, abuse, and outright fraud in taxpayer-funded programs. While legacy media often glosses over these stories, platforms like X and YouTube are amplifying raw footage that’s forcing official responses—from the governor’s office to federal prosecutors.
Two investigations stand out for their scale, risk, and national impact: Nick Shirley’s deep dive into Medi-Cal healthcare and childcare fraud, and James O’Keefe’s undercover sting on Skid Row vote-buying schemes. Together, they paint a picture of a state where billions flow unchecked, vulnerable populations are exploited, and citizen watchdogs are stepping into the void.
Nick Shirley: From Minnesota to California — Exposing a “Billion-Dollar Fraud Crisis”
23-year-old YouTuber and independent journalist Nick Shirley (@nickshirleyy) first went viral in December 2025 with his Minnesota daycare exposé. In mid-March 2026, he brought the same no-holds-barred approach to Los Angeles.
On March 17–18, Shirley dropped a 40-minute bombshell video titled “I Exposed California’s Billion Dollar Fraud Crisis.” In it, he and his crew visit alleged “ghost” daycares and hospice operations, using public records, on-site filming, and whistleblower tips. He claims they uncovered over $170 million in direct fraud, with the real total potentially in the billions.
Key findings:
Vacant or barely operational daycare centers are still billing Medi-Cal for dozens of children.
Hospice scams using stolen Medicare numbers to set up fake agencies at single addresses (one LA building listed 89 hospices).
Fraudsters living large — luxury cars parked outside rundown motels and empty offices while billing millions.
Shirley ties the explosion directly to Medi-Cal’s budget ballooning from $108 billion in 2022 to a projected $222 billion this year — far outpacing population growth.
Gavin Newsom’s office mocked the video. Shirley fired back, the clip went mega-viral, and Joe Rogan publicly blasted the governor for attacking the investigator instead of the fraud. Shirley has since faced doxxing and death threats, forcing him to hire private security.
James O’Keefe & the Skid Row “Cash-for-Ballots” Operation
At the same time, James O’Keefe (O’Keefe Media Group / Citizen Justice League) and collaborators, including Cam Higby, went undercover on Los Angeles’ Skid Row.
In “CASH FOR BALLOTS PART I” (released mid-March 2026), hidden cameras captured 28 instances of petitioners offering cash ($2–$10 per signature), cigarettes, marijuana, and other inducements to homeless individuals. Targets were asked to sign ballot petitions (e.g., to tax billionaires or overturn hotel wage laws) and to register to vote using fake addresses like “Pinocchio Lane.”
Petitioners openly admitted on camera that they’re paid per signature and sometimes earn $1,000+ per day. Footage also shows ties to taxpayer-funded NGOs, such as the Weingart Center, directing people to the operation.

The story escalated when the team was violently assaulted — punched in the neck and face, pepper-sprayed, and chased. O’Keefe shared graphic close-up footage and filed police reports. LAPD is now hunting the assailants.
O’Keefe vowed: “We will release new Cash-for-Ballot videos every day until arrests are made.” He’s kept that promise.
Official Fallout Has Been Swift
Gov. Gavin Newsom’s office: Called it a felony that “should be prosecuted to the fullest.”
Los Angeles DA: Opened a preliminary review.
U.S. Attorney’s Office (Central District of California): Vowed to “aggressively pursue” federal election law violations.
California Secretary of State: Actively reviewing the material.
The Bigger Picture: A Citizen Journalism Surge
Shirley and O’Keefe aren’t alone. Benny Johnson has highlighted questionable voter registrations at vacant lots. Other on-the-ground reporters are documenting homelessness program waste ($24 billion+ spent with minimal results) and NGO accountability gaps.
