Tehama County Grand Jury Report Slams Sheriff Dave Kain for Toxic Workplace, Intimidation, Retaliation, and County Dysfunction

A newly released civil grand jury report delivers a sweeping critique of leadership and workplace culture inside the Tehama County Sheriff’s Office, accusing Sheriff Dave Kain of a pattern of intimidation, harassment, bullying, and retaliation that has created a toxic environment, damaged morale, increased turnover, deterred recruitment, and impaired county government operations.
The 2025-2026 Tehama County Grand Jury Final Consolidated Report (Foreperson Joan L. Allen), released this week and spanning approximately 59 pages with roughly 31 pages focused on these issues, builds directly on the dysfunction flagged in last year’s report. It stems from complaints alleging undermining of authority, nepotism, harassment, intimidation, abuse of power, and retaliation.

Background: Escalating Conflict Since 2022
The current investigation follows years of friction, most notably a November 2022 dispute between Sheriff Kain and County Administrator Gabriel Hydrick over the suspension of daytime patrol shifts due to staffing shortages. What began as a coordination failure escalated into grievances, counter-complaints, a $250,000 external investigation, and deep distrust that the Grand Jury says “continues to plague Tehama County government.”
Key Accusations Against Sheriff Kain and the Sheriff’s Office
The report’s strongest language targets a pattern of behavior:
“The Sheriff has purposefully intimidated, harassed, bullied or retaliated against multiple elected or appointed County employees.”
These actions contributed to a toxic workplace. Witnesses described targeted “projects” against individuals, indirect retaliation (“stir the pot”), belittling, anger during disagreements, and a climate of fear of retribution.
Nepotism concerns: The Tehama County Sheriff’s Office employs 26 related individuals, including two from Sheriff Kain’s immediate family.
Specific example cited: TCSO’s continued investigation into a March 2025 impaired-driver incident involving a former supervisor (viewed as retaliation).
Broader impact: “The dysfunction has damaged employee morale, resulted in increased turnover, deterred recruitment, and impaired county government operations.”
The report stops short of filing a formal accusation for removal.
Sheriff Dave Kain’s Response
Sheriff Kain has forcefully rejected the report. In a statement and interview with KRCR, he called it “one-sided and biased,” “politically charged,” and “legally flawed.” He described the investigation as “rushed and incomplete.”

In the interview, Kain stated: “I don’t believe that all the information that was provided to them was fully vetted… This one appeared to be specific to me… This one was more targeted directly towards me.” His legal team is challenging the report, including allegations of conflicts of interest.
Recommendations and Required Responses
Key recommendations include mandatory mediation (for the second year in a row), anti-retaliation training, an ombudsman process, uniform nepotism policies, and improved communication. Responses from the Sheriff and Board of Supervisors are due within 60-90 days.
