Over 10,000 Petition Signers: Chance to Speak Tuesday at Special Board Meeting on the Blocking of Measure B

The Shasta County Board of Supervisors has called a special meeting tomorrow, Tuesday, March 3, 2026, at 3:00 p.m., in direct response to last Thursday's court hearing, where a judge granted a temporary restraining order (TRO) blocking the Voter ID and Hand-Counted Ballots initiative (Measure B) from the June 2 ballot.


The agenda lists no items on the Regular Calendar, but public comment has been confirmed specifically for the Closed Session litigation item (R1).


Over 10,000 Shasta County citizens signed the petition to qualify Measure B for the ballot. Now they—and all concerned residents—have a rare opportunity to show up, submit a speaker card early, and speak out to defend direct democracy against preemptive legal challenges.


So far, the Board of Supervisors has voted to take no action by while one lone anonymous person used the courts to block those 10,000 citizens from exercising their constitutional right to place their measure before the voters. Allowing a single hidden challenger to halt this process is fundamentally un-American.


This is a valuable window for citizens to directly urge the Board to take action in defense of a voter-qualified initiative. With the April 10 court hearing approaching, your voice could help determine whether the Board finally steps up to protect the petition process and the will of the people.


Meeting Details

  • Date & Time: Tuesday, March 3, 2026 – 3:00 p.m.

  • Location: County Administration Center, 1450 Court Street, Suite 263, Redding, CA 96001

  • Primary Agenda Item: Closed Session (estimated 30 minutes) under Government Code Section 54956.9(d)(1) – Conference with Legal Counsel – Existing Litigation regarding Jane Doe v. County of Shasta et al. (Shasta County Superior Court Case No. 209919).

    Any reportable action from Closed Session will be announced in Open Session afterward.


Public Comment Rules

  • Speakers will have the opportunity to address the Board on the Jane Doe lawsuit / Measure B litigation before the Board recesses to Closed Session.

  • Each speaker is allocated 3 minutes (unless the Chair adjusts the time for all speakers).

  • Important: Those wishing to speak must submit a speaker request card to the Clerk of the Board BEFORE public comment on the item begins. Cards turned in after public comment starts will not be heard.

  • Arrive early (ideally by 2:45 p.m. or sooner) to fill out and submit your card as soon as the meeting opens. Bring notes on your key points.

  • Concerned citizens may want to focus on the significant number (10,000+) of signatures that qualified the initiative, the county's refusal to defend it, potential $1 million+ taxpayer costs from delays (as warned by Registrar Clint Curtis), the need for the Board to reconsider its no-position stance, or calls for transparency and accountability.

  • If you want to speak — Keep remarks concise, respectful, and focused. Suggested topics: Urge the Board to direct counsel to defend the initiative, highlight the irony of a lawsuit claiming to save costs while risking far greater expense, or call for the Board to seek a second legal opinion on County Counsel Joseph Larmour's one-sided advice and failure to represent the county's interests properly.
