Shocking Revelation: U.S. Has Been Funding 120+ Biolabs in 30+ Countries, DNI Tulsi Gabbard Confirms

On June 12, 2026, Director of National Intelligence Tulsi Gabbard released declassified evidence confirming longstanding U.S. government funding for more than 120 biological laboratories across over 30 countries, including facilities in Ukraine.
The announcement highlights significant concerns over oversight, potential gain-of-function research on dangerous pathogens, and past efforts to downplay or conceal the program from the American public.
According to the official DNI press release, these biolabs — many involved in research on hazardous and highly contagious pathogens such as anthrax, plague, and Ebola — operated with "very little visibility or oversight" in some cases. Several facilities in Ukraine are noted as potentially at risk due to the ongoing Russia-Ukraine war, with prior intelligence warnings about vulnerabilities to attack, seizure, or damage.
The declassified materials, available via the DNI website, detail aspects of the program, which has roots in post-Cold War Cooperative Threat Reduction efforts but expanded significantly. Funding has included hundreds of millions of dollars through the Department of Defense’s Biological Threat Reduction Program, with contractors such as Black & Veatch involved.
Accusations of Cover-Up
Gabbard directly accused former officials, including Dr. Anthony Fauci and entities within the Biden administration’s national security team, of lying to the public about the existence of these U.S.-funded biolabs and threatening those who tried to expose them.
"Despite the obvious potential for catastrophic global impact research on dangerous pathogens in biolabs can have, politicians, so-called health professionals like Dr. Fauci, and entities within the Biden administration's national security team lied to the American people about the existence of U.S.-funded and supported biolabs, and threatened those who attempted to expose the truth," Gabbard stated.
The release aligns with President Trump’s Executive Order 14292, signed May 25, 2025, aimed at ending federal funding for risky gain-of-function research worldwide and increasing transparency.
The DNI’s office indicated it will continue assessing the labs’ locations, contained pathogens, and ongoing activities, with new guidance issued for increased intelligence collection.
Context and Reactions
This disclosure revives debates that surfaced prominently in early 2022 during the Russia-Ukraine conflict, when concerns about U.S.-supported labs were widely dismissed by mainstream sources as conspiracy theories or Russian disinformation. Earlier independent reporting and social media discussions had raised questions about the scale and purpose of these facilities years prior.
Critics of the announcement have called some of the released materials recycled or politically timed, while supporters view it as a long-overdue act of transparency on biosecurity risks.
