In a major development that should alarm every California property owner, the FBI executed three federal search warrants on Tuesday, June 9, targeting the Contra Costa County Assessor’s Office in Martinez, the home of longtime Assessor Gus Kramer, and the home of Assistant Assessor Vince Robb — who had just won election to succeed Kramer.
The raids are part of an ongoing federal investigation reportedly centered on wire fraud and other potential offenses. Agents were seen removing materials from the office, and the operation has drawn intense local and national attention.
Background on the Targets
Gus Kramer has led the Contra Costa County Assessor’s Office for decades. The office is responsible for valuing over 380,000 parcels worth more than $290 billion — directly impacting property tax bills for homeowners, businesses, and renters across the county.
Kramer has a long history of scrutiny:
A 2009 settlement of nearly $1 million paid by the county to a worker who accused him of sexual harassment and retaliation.
A 2019 Contra Costa County Civil Grand Jury formal accusation of “willful or corrupt misconduct,” including claims of a hostile work environment with unwanted sexual remarks and racial disparagement. The case ended in a mistrial.
Allegations of manipulating property assessments for personal or retaliatory reasons, including a 2003 forged deed case that reportedly saved him $21,000 in taxes, and claims of over- or under-valuing properties tied to disputes.
Vince Robb, Kramer’s longtime assistant and recently elected successor, was also targeted in the raids. Robb had positioned himself as a fresh face committed to fair and accurate assessments.
Kramer downplayed the investigation to reporters, claiming it concerned property values on large parcels and calling it a “fishing expedition.” He noted agents could have simply asked for documents.
