DataRepublican Exposes Alleged Plan by Democratic Socialists and NGO Networks to Trigger Constitutional Crisis After 2026 Elections

Independent analyst DataRepublican (Jennica Pounds) released a series of posts and video clips titled “The Democracy Files,” based on what she describes as thousands of transcripts, hundreds of recordings, and a large archive of documents. The materials outline an operational plan involving the Democratic Socialists of America (DSA), former USAID officials, and networks of “democracy” NGOs to force a constitutional confrontation after the November 2026 midterm election.

According to her reporting, the strategy would use DSA members as “foot soldiers” in sustained clashes. The aim, as characterized in the materials, would be to cross designated “red lines” and create conditions that push President Trump to invoke the Insurrection Act, most likely in 2027. Coordinated responses would then seek to declare the federal government illegitimate and shift legitimacy to Democratic governors. By 2028, the materials suggest, the country would face a de facto choice between retaining the existing constitutional system or adopting major structural changes, including proposals such as abolishing the Senate and imposing term limits.

DataRepublican identifies the coordinating body as the United Democracy Alliance (UDA), a low-profile “control plane” that sets timelines and deploys protest networks including 50501, Indivisible, and the No Kings demonstrations. Its intellectual leader is described as Erica Chenoweth, the Harvard-affiliated political scientist known for the “3.5% rule” of nonviolent regime change.

A related initiative, Renew to Thrive (R2T) / Renew American Democracy, involving former USAID diplomat Danielle Reiff and Paul Zeitz, focuses on planning a rewritten American government. National Security Leaders for America (NSL4A)—a network of roughly 1,500–1,600 retired senior military, intelligence, and diplomatic officials led by Rear Admiral Michael E. Smith (Ret.)—is described as operationalizing the effort and participating in Insurrection Act role-playing. Chenoweth’s Horizons Project is linked to adapting foreign regime-change techniques for domestic use.

Public Record of the Networks Involved

While the specific operational details of a secret “United Democracy Alliance” control plane and the full sequence of provocation-and-delegitimization steps come primarily from the archive DataRepublican is releasing, the key organizations and individuals are publicly active and have documented plans that align with elements of the reporting:

  • Renew American Democracy (RAD) / Renew to Thrive, co-coordinated by Danielle Reiff and Paul Zeitz, has publicly launched a strategy for a “Fourth Founding.” Their materials call for a Nationwide Deliberation Campaign to produce a “People’s Proposal” for structural reforms by late 2027, in time to inform the 2028 election cycle. Essays by Reiff discuss renegotiating the social contract and codifying common-ground reforms in the Constitution through citizens’ assemblies and cross-partisan organizing. Zeitz has written about “redlines” and emergency scenarios around the 2026 and 2028 elections. The effort explicitly draws on experts who previously worked on democratic transitions abroad.

  • National Security Leaders for America (NSL4A), led by Rear Admiral Michael E. Smith (Ret.), has issued public statements warning against use of the Insurrection Act against domestic protests and developed a toolkit (in coordination with the Horizons Project) for elected officials on managing potential military intervention during the midterms. The toolkit addresses scenarios involving the Insurrection Act and civil unrest near elections. NSL4A has also focused on “lawful orders” messaging and related civil-military issues.

  • Erica Chenoweth has published research and reports on pro-democracy organizing against autocracy in the United States, including recommendations for a broad united front of left and center-left forces, scenario planning, and applying civil-resistance techniques domestically. Her Horizons Project is publicly associated with these efforts.

A Washington Post report published October 20 describes a small group of current and former national security officials discreetly advising state election officials and lawmakers on preparing for the possibility of Trump administration interference in the midterms. DataRepublican has posted clips stating that individuals matching that description appear in her archive working with the same former USAID figures.

DataRepublican has shared portions of the materials with figures associated with the Department of Government Efficiency and indicated she is working to place them with media contacts and, where appropriate, the Department of Justice. The releases coincide with the launch of her book Unelected (co-authored with Joshua Lisec), which examines the longer history of the NGO-administrative complex.

The public record shows active, organized networks of former diplomats, national security officials, and academic experts in nonviolent regime change who are planning for midterm and 2028 scenarios involving the Insurrection Act, election defense, and structural renewal of American governance—including deliberation processes aimed at constitutional-level changes. The more detailed claims of a coordinated effort to deliberately provoke an Insurrection Act invocation and then declare the federal government illegitimate rest on the private recordings and documents DataRepublican is now releasing. Independent verification of those specific private materials remains limited outside her posts, but the surrounding public activity provides context for why the archive has drawn significant attention.

For Shasta County readers and others concerned with constitutional rights, election administration, and the role of unelected networks, the combination of the public strategy documents and the newly released archive raises concrete questions about the boundary between protected political activity and coordinated efforts to force a crisis that would threaten the existing structure of American government itself.

Footnote: Who Is Jennica Pounds (DataRepublican)?

Jennica Pounds is a Utah-based software engineer and data analyst who became widely known under the anonymous handle @DataRepublican. A deaf, nonverbal woman who has described living with expressive dysphasia and autism, she previously worked as a Senior Distinguished Machine Learning Engineer at the AI lending firm Upstart and earlier held roles at Amazon, eBay, and Snap. In early 2025, she built AI-driven tools and public indexes that mapped federal grants, NGO funding, and organizational networks. Elon Musk amplified her findings dozens of times, including a post flagging hundreds of millions in taxpayer support for the immigrant-resettlement group Global Refuge; DOGE subsequently moved to halt related payments. She resigned from her private-sector job to pursue full-time DOGE-adjacent work.

In late February 2025, after a Facebook user identified her through the Deaf community and Rolling Stone published details of her identity, Pounds publicly confirmed her name on X. In a direct statement she wrote, “I have been doxxed. Rather than let others control the narrative, I am addressing this directly,” and noted that she had given up career and safety considerations for the work. The disclosure led to harassment directed at her family and a local business she co-owns; she and her husband temporarily relocated their elementary-age children. She continued publishing data analyses under her own name and later served as a Special Government Employee at the Pentagon.
