CCP-Linked Intelligence Official with Sniper Training Buys Building 650 Feet from White House

A senior Chinese Communist Party-linked official with a documented background in Chinese state security and special forces sniper training has purchased a historic commercial building just 650 feet northeast of the White House grounds.
According to a Daily Caller News Foundation investigation published this week, the Philip Qiu and Family Foundation acquired the century-old Securities Building at 729 15th Street NW in Washington, D.C., on July 21, 2026, for $8.4 million. District of Columbia Recorder of Deeds filings confirm the transaction. The property sits in direct line of sight of the White House Complex.
The buyer, Philip Qiu (Chinese name Qiu Feili), is no ordinary real estate investor. Reporting based on Chinese university records and government announcements shows he began his career as a detective in the Criminal Investigation Team of the Shanghai Public Security Bureau—an arm of China’s Ministry of Public Security. He later completed special forces training. A 2011 Shanghai Jiaotong University announcement, translated by the Daily Caller, described Qiu achieving the best individual sniper record during a paramilitary “Red-Blue Battle” exercise, directing troops and accounting for one-third of opposing forces with 42 shots.
Qiu has held multiple positions tied to the Chinese Communist Party’s United Front Work Department, the organization responsible for influence operations, overseas Chinese affairs, and intelligence work abroad. Since 2021, he has served as chairman of the Shanghai Overseas Chinese Foundation, which operates within Shanghai’s United Front system. In public remarks, he has referred to the CCP as “our party” and pledged to carry out Xi Jinping’s directives on overseas Chinese policy. He has also co-founded the Chinese American Museum in Washington, D.C.

“This is where the next 9/11 will come from”
Former CIA operations officer Bryan Dean Wright told the Daily Caller the location enables both classic intelligence collection and more aggressive operations. “This property allows access for big splashy intel ops as well as for more classic ops—like a listening post or Stingray-like systems to collect phone calls, text messages, and digital exhaust,” Wright said. He warned of the potential for drone swarms or other asymmetric threats from such a position.
China expert Gordon Chang was blunt: “No Chinese citizen should be permitted to own, lease, or occupy any real estate that gives him or her the ability to surveil any sensitive federal installation. No ifs, ands, or buts.”
Michael Lucci of the national security group State Armor called the risks “screamingly obvious,” noting a pattern of CCP-linked purchases near military installations and critical infrastructure across the United States.
A Pattern, Not an Isolated Incident
This is not an isolated real estate deal. Chinese entities and individuals with United Front or intelligence ties have systematically acquired property near U.S. military bases, nuclear facilities, and other sensitive sites for years. Congress and successive administrations have begun tightening CFIUS review authority over foreign land purchases near critical infrastructure. Yet, commercial buildings in the heart of the nation’s capital still appear available to buyers with deep ties to Beijing’s security apparatus.
The Securities Building now joins a growing list of concerning acquisitions. Its new owner’s foundation is headquartered in another historic property, only half a mile north of the White House, and is shared with several other Qiu-controlled entities.
