Redding's Budget Crisis - Learn More on Monday Night

Mountain Top Media is inviting the public to hear about the budget challenges facing the City of Redding. Councilmember Tenessa Audette spent months last year reviewing budget reports, staff documents, and audits. During city council meetings, then-Mayor Jack Munns repeatedly interrupted her and limited her ability to question staff about how budget figures were derived. Under subsequent Mayor Mike Littau, she was also not permitted to fully present her detailed findings to fellow council members and the public.


Those decisions left the council relying primarily on staff presentations when it approved the biennial budget. The scale of the city’s financial difficulties became clearer in the fall of 2025 around the time City Manager Barry Tippin retired (effective Oct. 3, 2025). Tippin had overseen a period in which reserves were drawn down, and structural imbalances between revenues and expenditures had grown; earlier discussions had referenced multi-million-dollar shortfalls (figures cited in public meetings and reporting ranged from roughly $5 million to higher projected gaps depending on the timeframe and methodology).


In February 2026, the city hired William Tarbox as the new city manager. Within weeks of starting, Tarbox paused a proposed multi-year Redding Electric Utility rate increase (originally structured as successive 4.5% annual hikes) and, with council approval, commissioned a citywide efficiency study by Circle 6 Consulting. The study was intended to identify cost savings and operational improvements across departments. Tarbox died unexpectedly on July 19, 2026, after roughly five months in the role.


Subsequent reporting and ongoing city discussions indicate the budget pressures are more severe and longer-term than initially framed in earlier staff projections. The efficiency review initiated under Tarbox continues.
