On November 4, 2025, the Great State of New California will conduct its fourth "principled" vote on its proposed state constitution, following three prior elections in July, August, and October 2025. The constitution, finalized at the 13th Constitutional Convention on July 1, 2025, in Visalia, CA, aims to establish a new state with a republican form of government, consistent with Article IV, Section 4 of the U.S. Constitution. New California voters will also weigh in on California’s Proposition 50 regarding redistricting, though their vote will not impact the official California election. The movement, led by Paul Preston, has been developing the constitution since 2018 to address perceived deficiencies in California’s governance.
