Ohio’s Massive FirstEnergy Bribery Scandal: Why it Matters to Shasta County

One of the largest public corruption cases in modern U.S. history unfolded in Ohio, where electric utility giant FirstEnergy allegedly funneled tens of millions of dollars in bribes to secure a billion-dollar bailout for its nuclear plants at the expense of ratepayers. The scandal, centered on House Bill 6 (HB6), exposed a web of dark money, political influence, and regulatory capture that reached the highest levels of Ohio state government.


The Scheme at the Heart of the Scandal

Between roughly 2016 and 2020, FirstEnergy and its affiliates poured approximately $60–61 million into a racketeering enterprise. The money primarily flowed through a 501(c)(4) dark money group called Generation Now, controlled by then-Ohio House Speaker Larry Householder. Prosecutors alleged this funded campaigns to elect allies, install Householder as Speaker, pass HB6 in 2019, and defeat a citizen-led repeal effort.


HB6 provided roughly $1.3 billion in ratepayer-funded subsidies for FirstEnergy’s struggling Perry and Davis-Besse nuclear plants (and some coal assets) while weakening Ohio’s renewable energy standards. Customers effectively paid higher bills to prop up the utility.

A separate but related scheme involved a $4.3 million payment to Sam Randazzo, a longtime energy consultant and lobbyist, just before his 2019 appointment as Chairman of the Public Utilities Commission of Ohio (PUCO). This was disguised as a legal settlement or consulting fee but allegedly secured favorable regulatory decisions for FirstEnergy.


Key Indictments and Arrests: A Timeline of Accountability

July 2020 – Federal Crackdown Begins The FBI arrested Larry Householder and four associates:

  • Matt Borges (former Ohio Republican Party chair)

  • Jeffrey Longstreth

  • Juan Cespedes

  • Neil Clark (lobbyist, who later died by suicide)


They faced federal racketeering (RICO) conspiracy charges tied to the $60+ million bribery scheme. This was described by U.S. Attorney David DeVillers as “likely the largest bribery, money laundering scheme ever perpetrated against the people of the state of Ohio.”


2021 – Corporate Resolution FirstEnergy entered a deferred prosecution agreement with the DOJ, admitting to the bribery schemes and paying a $230 million penalty. The company later settled SEC fraud charges for $100 million (2024) and a state deal for $20 million (2024). PUCO also ordered substantial customer refunds.


February 2024 – State Charges Against Executives and Regulator Summit County grand jury indicted:

  • Charles “Chuck” Jones (former FirstEnergy CEO)

  • Michael Dowling (former Senior VP of External Affairs)

  • Sam Randazzo (former PUCO Chair) — 22+ felony counts.

Arrest warrants were issued. Randazzo died by suicide in April 2024.

March 2024 – Additional State Charges for Householder Householder was indicted in Cuyahoga County on state charges including theft in office, campaign finance violations, and telecommunications fraud.


January 2025 – Federal RICO Charges for Jones and Dowling A federal grand jury indicted Jones and Dowling on racketeering conspiracy charges.


2026 State Trial and Retrial Developments The state trial in Summit County ended in a mistrial (deadlocked jury) in March 2026. On June 4, 2026, they were reindicted with expanded charges. Retrial is set for September 2026. They also face federal charges.


Convictions and Sentences

  • Larry Householder: Convicted in federal court (2023) of RICO conspiracy. Sentenced to 20 years in prison. Appeals denied.

  • Matt Borges: Convicted and sentenced to 5 years.

  • Other co-defendants pleaded guilty or were convicted. Several figures died by suicide before full resolution.

The scandal triggered leadership changes at FirstEnergy, customer refunds (hundreds of millions), and scrutiny of dark money and utility regulation.


Shasta Unfiltered Take: While this played out in Ohio, the lessons on transparency, dark money, and holding powerful interests accountable resonate nationally — including in Shasta County, where ratepayers and taxpayers deserve vigilant oversight of utilities and politicians alike. This is also why Redding City Manager William Tarbox is applauded for putting the brakes on the REU rate hike.
