Initial Results: Shasta County’s June 2, 2026 Primary Election

Shasta County voters participated yesterday in the Statewide Direct Primary Election, consolidated with a special primary to fill the vacancy in Congressional District 1 following the death of Rep. Doug LaMalfa.
These are very early, preliminary results and are unofficial. As of early June 3, only a portion of ballots have been counted — primarily vote-by-mail ballots processed before Election Day. In-person Election Day ballots and remaining mail ballots are still being processed. Results will continue to update over the coming days, with final certification expected in early July. All figures below remain subject to change.
Voter Turnout in Shasta County
Current Turnout: ~19.7% Ballots Cast: ~22,890 Registered Voters: 116,380
Turnout appears relatively low for a primary that included a special congressional election and contested local supervisor races. This is consistent with California’s historical trends in non-presidential primaries. Factors such as heavy vote-by-mail usage and potential voter fatigue may have played a role. Numbers could shift slightly as more ballots are tallied.

Joanna Francescut: ~57.9% (leading)
Clint Curtis (incumbent): ~42.1%
Shasta County Supervisor, District 1 (mostly Redding area)
Erin Resner: ~55.2% (2,048 votes)
Kevin Crye (incumbent): ~37.8% (1,402 votes)
Richard Gallardo: ~7.0% (261 votes) (~3,711 votes counted)
Shasta County Supervisor, District 5 (southwest Shasta)
Mike W. Gallagher: ~48.9% (1,955 votes)
Chris Kelstrom (incumbent): ~41.4% (1,654 votes)
Gary Allen Oxley: ~9.8% (391 votes) (~4,000 votes counted)
Measure B (charter amendment on election processes including voter ID, hand-counted ballots, and limits on absentee voting)
Yes: ~55.6% (12,171 votes)
No: ~44.4%
Federal & Statewide Races Relevant to Shasta County
U.S. Representative – Congressional District 1 (Special Short Term)
James Gallagher (R): ~66.8% (14,877 votes)
Audrey Denney (D): ~15.1%
Mike McGuire (D): ~16.2% Votes Cast in Shasta: ~22,261
Gallagher is dominating in Shasta County, consistent with the area’s strong Republican lean. He appears well-positioned to win the seat outright if he secures a district-wide majority.
Governor Primary (Top-Two Advance to November) According to early statewide returns reported by CalMatters (with roughly 55% of ballots counted):
Steve Hilton (R) ~ 27.8%
Xavier Becerra (D) ~ 25.4%
Tom Steyer (D) is trailing in third with approximately 20% of the vote.
Shasta County-specific breakdowns are still limited, but given the county’s ~52% Republican voter registration, local voters are expected to strongly favor Republican candidates like Hilton (and possibly Chad Bianco) over the statewide average. The race remains highly fluid.
Other Statewide Races (Early Returns from CalMatters, ~55% counted)
Lieutenant Governor: Gloria Romero (R) ~ 19.9%, Fiona Ma (D) leading with ~20.6%.
State Superintendent of Public Instruction: Sonja Shaw leading with ~24.7%, followed by Richard Barrera at ~19.7%.
Attorney General: Rob Bonta (D) ~52.6% and Michael Gates (R) ~ 42.6%
Controller: Malia Cohen (D) ~ 53.2% and Herb Morgan (R) ~ 42.2%
Insurance Comm: Jane Kim (D) ~ 23.7% and Stacey Korsgaden (R) ~ 17.5%
Treasurer: Eleni Kounalakis (D) leading strongly with ~36.3%.
Board of Equalization, District 1 (relevant to Shasta): Shannon Grove (R) leading with ~36.1%.
School Superintendent: Sonja Shaw (NP) ~ 24.9% and Richard Barrera (NP) ~ 19.0%
What’s Next?
These early returns show conservative candidates and positions leading strongly in Shasta County, which is not surprising given local voter registration. Statewide, the governor’s race remains competitive and uncertain. However, everything remains fluid as more ballots are counted throughout the week.
