Judge Overturns Jury’s Guilty Verdict in $7.2 Million Medicaid Fraud Case – In August, a Hennepin County, Minnesota jury convicted Abdifatah Yusuf, a Somalian man, on six counts related to $7.2 million in alleged Medicaid fraud at his home health company, Promise Health Services. Prosecutors claimed the firm billed for unprovided services, kickbacks, and funneled funds to luxury purchases like high-end clothes and cars. Judge Sarah West overturned the verdict last week, ruling the circumstantial evidence did not prove Yusuf’s knowing involvement beyond a reasonable doubt, prompting stunned reactions from jurors and an immediate appeal from the State. 28-Point Peace Deal in the Works for Russia-Ukraine War - A U.S. official told CBS News on Tuesday that Ukraine's government had "agreed to a peace deal" brokered by the Trump administration to stop Russia's nearly four-year assault. The American official and Ukraine's national security adviser, Rustem Umerov, said a common understanding on a proposal had been reached, with details still to be worked out. The proposal requires Kyiv to concede territory to Russia and to stay out of NATO (North Atlantic Treaty Organization). Ukraine will receive reliable security guarantees and cooperation with the U.S. to jointly rebuild war-affected areas. Umerov expressed optimism that Ukrainian President, Volodymyr Zelenskyy, could travel to the U.S. before the end of November to finalize an agreement. President Trump posted on Truth Social that the original 28-point peace plan has been fine-tuned, with additional input from both sides and there are only a few remaining points of disagreement. Next Generation 911 System Scrapped After State Spends $450 Million and Six Years on the Flawed Project. - California's ambitious Next Generation 911 (NG911) project, launched in 2019 to overhaul the state's antiquated 1970s-era emergency dispatch system, has been abandoned after costing taxpayers over $450 million, with the state now pivoting to a redesigned approach amid widespread criticism for mismanagement and delays. The initiative was spurred by disasters like the 2018 Camp Fire, which exposed vulnerabilities in legacy networks reliant on analog technology prone to failure during wildfires and earthquakes. It aimed to enable advanced features such as precise location tracking, text-to-911, and video calls to better serve modern devices and ensure redundancy across the state's roughly 450 dispatch centers. The scrapped design used a unique regional model but lacked coordination with stakeholders. From 2019 to 2025, the California Office of Emergency Services (Cal OES) awarded contracts totaling more than $450 million to four tech firms: NGA 911 (for Los Angeles and central regions), Synergem Technologies (for Northern California), Lumen Technologies (for Southern California), and Atos Public Safety as the statewide integrator. Cal OES decided to scrap the regional design and go back to the drawing board when the new system failed to function properly, losing and mis-routing calls. A new system will likely take years to build and will probably adopt a statewide approach. – Sacramento Bee; New York Post, govtech.com
