In March 2024, Shasta County voters approved Measure D to establish charter status, but a critical oversight delayed its implementation. County Counsel Joseph Larmour discovered in August 2025 that required certification paperwork had never been filed with the Secretary of State. The error, announced by Supervisor Kevin Crye, sparked debate over responsibility between former Deputy ROV Joanna Francescut and interim ROV Clint Curtis—both now candidates for the office.
